A lot of towns pay hundreds if not thousands of dollars for every yard/meter/mile/kilometer of sidewalks installed on town/city property.
So WHY DON'T PEOPLE USE THEM?!
In NJ, I'd guesstimate less than 2% of roads I travel don't have sidewalks next to them.
So why are there people riding their bikes in the street?
Old folks, young folks, walking in the street (in the direction of traffic, no less?)
I don't get it.
